					<description>Sorry, but I served two tours as a Force Recon Marine in Iraq, and the last thing we had room for in our HMMWVs was SCUBA tanks!  We never experienced a HMMWV falling the river, and we sure as hell didn't have explosives at the ready to blow the doors off underwater.  As for the rules of engagement (ROE)- they aren't that complicated or restrictive.  I never saw the 28 page version.  The military attorneys and commanders made the ROE very simple for us- if the enemy presents hostile act and hostile intent you can employ deadly force - as simple as that.  Our Marines are backed up by their superiors in most cases.</description>
