approved a $36 billion bill on Friday to fund domestic security
programs next year despite President George W. Bush's threat to
veto it in part because it would spend $2 billion more than he
requested.
The morning after Senate leaders had revived his stalled immigration reform bill, President Bush spoke to the Latino group Esperanza — “hope” in Spanish. Details of the deal are scant but will be revealed when debate begins next week.
